Arthur Shepard is a US Navy Admiral. He is the father of USS Colorado crew member Grace Shepard. He is suspicious of the circumstances surrounding the Colorado being declared an enemy of the United States.

Biography[]

Technology entrepreneur Kylie Sinclair confronts Admiral Shepard about an attack on the Colorado, which the news is attributing to Pakistan. She tells him that her prototype would have masked the boat from Pakistani fire and that a text message she received prior to the incident means that the navy was processing an order to relieve Captain Marcus Chaplin of his command. She accuses him of ordering the attack and then realizes that he knew nothing about it. The US uses the lie as a pretext to attack Pakistan with nuclear weapons.

Chaplin takes his submarine to the remote island of Sainte Marina. Grace calls her father to tell him that she is alive. Chaplin tells Shepard that the Colorado was attacked by friendlies but their call is cut short by Naval Military Police. Chaplin later transmits a video message declaring the island his territory and threatening to attack anyone who violates a 200 mile perimeter around it.[1]

He was later part of a delegation to St. Marina and shot Secretary of Defense Curry after he ordered the destruction of the Colorado while Grace was still onboard.
